For the first minute, yes. That grip is the crust forming. Once it has browned it lets go on its own. If it holds on, it isn’t ready: give it thirty seconds.

Hot water and a sponge while it’s warm. Scourers and metal tools are fine. A blue-gold tint after a hard sear is normal and wipes off with vinegar.
